class=\"short\">\n  <p class=\"k\">The short answer<\/p>\n  <p>Under the HIPAA Privacy Rule, covered entities and business associates must limit uses, disclosures and requests of PHI to the minimum necessary to accomplish the purpose. It applies by role and by task rather than case by case, and there are important exceptions, most notably treatment.
